Alford Technologies has signed a Memorandum of Understanding (MoU) with Romanian defence companies S. Carfil SA and MATE-FIN at Black Sea Defence, Aerospace and Security (BSDA) 2026 in Bucharest. This agreement establishes a strategic framework for cooperation in explosive ordnance disposal (EOD), breaching systems, energetic materials, and specialist defence manufacturing.

The agreement supports our strategy to expand access to European manufacturing capability and strengthen industrial capacity across the NATO and EU defence sector.

A New Partnership for Defence Capability

Alford Group Chair and CTO, Roland Alford, celebrates the new venture

For more than 40 years, we have designed, developed, and supplied specialist explosive systems, EOD tools, and breaching solutions. Like many defence technology companies, we have also faced limited access to scalable filling and energetic manufacturing capacity.

The partnership with S. Carfil SA and MATE-FIN gives us access to Romania’s expanding industrial base as the country increases investment in defence modernisation and strategic manufacturing infrastructure.

This could strengthen our ability to support customers seeking complete integrated solutions, including filled charges and specialist energetic systems, which are increasingly in demand across the military, security, and infrastructure sectors.

The collaboration also supports broader NATO and European efforts to strengthen sovereign industrial resilience, expand regional manufacturing capacity, and secure supply chains.

Bringing British Expertise to a Strategic Region

Romania occupies an increasingly important strategic position within NATO and the European Union, particularly in Eastern European security, defence manufacturing, and the stability of the Black Sea region.

The partnership provides us with access to a strategically positioned allied industrial base that can support future growth, collaborative development, training, and specialist production activities in Europe.

Roland Alford, Chair and Chief Technical Officer of Alford Technologies, said:

‘This agreement represents an important strategic step for Alford Technologies. For many years, we have sought to expand our access to allied European manufacturing capabilities to complement our expertise in design, R&D, EOD, and specialist breaching systems.

Romania is investing heavily in defence capability and industrial modernisation, and we believe this partnership creates strong opportunities for both sides. It has the potential to unlock important new capabilities for us, while contributing to the development of robust sovereign capability within a key NATO and EU partner nation.’

A Partnership Built on Complementary Strengths

The partners sign the MoU

Under the framework of the MoU:

  • S. Carfil SA contributes extensive defence manufacturing infrastructure and over a century of industrial experience as part of C.N. ROMARM SA
  • MATE-FIN contributes expertise in complex technical delivery within highly regulated sectors
  • Alford Technologies contributes internationally recognised expertise in EOD, IEDD, UXO clearance, CMD, specialist breaching systems, energetic technologies, training, and applied defence R&D.

The MoU sets out the basis for future cooperation and capability development. Specific projects, technical plans, and commercial arrangements will be developed in later phases, subject to regulatory approval and partner assessment.
